Moment ago, the Chairman/Chief Executive Anambra State Internal Revenue Service AiRS, Dr David Nzekwu were at the Anambra Broadcasting Service ABS television on the program “Good Morning Anambra” where he discussed about “Billing Implementation and Enforcement”, and the way forward.
The Chairman spoke extensively about the integrated billing system and the enforcement with regards to revenue defaulter and the penalty accrued to it.
Below are the 9 important tweets crafted from the discussions;
1. We are trying on our efforts to vigorously sensitize Ndi Anambra having done our tax awareness week earlier today and we expected people to have filed their annual tax returns by now in accordance with the law.
2. From the 1st July 2020, our team of enforcement will be going out in two batches, one will be in charge of personal income tax while the other will focus on the harmonized bills and levies such as Business Premises, ANSAA, ASWAMA, Fire Service etc.
3. We have about 1.2 million people trading in Anambra State, but unfortunately only about 7,150 traders pay their tax and yet we complain that the govt is not doing anything. It now becomes a question of chicken and the egg, who comes first. We are vigorously changing that narrative now.
4. In other for us to checkmate the issue of illegal tax collectors parading sabotaging the good efforts of the state govt, we have created an electronic system of collecting data using the ANSSID platform. Where we have almost all the database of all the households in the state.
5. Since we already a tax database to pull from, this now made us to embark on the automation of all our revenue generation platforms, for example the integrated billing system is one of them. We now have all these bills and levies like ASWAMA, Business Premises, ANSAA put together in one unit.
6. We have also employed Community Revenue Officers (CRO) who are going around with their mobile office distributing those bills after they must have verified your address.
7. It’s pertinent to note that the bill issues for service requires attention in the sense that if you are being issued those bills by our team of revenue officers, you have within 7 days to pay up failure to do so, there’s a 1% penalty everyday of every day you did not pay, according to (section 59) of the Anambra State Revenue Administration Law 2010.
8. The new harmonized bills provides solution to multiple taxation and also Checkmate the bane of illegal revenue collectors sabotaging the good efforts of the state govt.
9. In conjunction with the Ministry of Trade and Commerce, we have designed a certificate to be issued upon payment of those bills. It is digital and generally billed from the system. There’s a QR code on any those bills and certificate, making it difficult for anyone to take it.
In conclusion, Chairman generally appealed to Ndi Anambra to endeavor to abide by the law by paying up their taxes and levies as stipulated by the existing laws, urging them to be aware that it is their Civic responsibility to do so to avoid been harassed by our enforcement team as they are going round.
